An ocean current called the North Pacific Gyre is bringing Japanese radiation to the West Coast of North America:

While many people assume that the ocean will dilute the Fukushima radiation, a previously-secret 1955 U.S. government report concluded that the ocean may not adequately dilute radiation from nuclear accidents, and there could be “pockets” and “streams” of highly-concentrated radiation. Physicians for Social Responsibility notes:

An interesting fact for people living on the US west coast is also included in the UNSCEAR [United Nations Scientific Committee on the Effects of Atomic Radiation] report: only about 5% of the directly discharged radiation was deposited within a radius of 80 km from the Fukushima Dai-ichi nuclear power station. The rest was distributed in the Pacific Ocean. 3-D simulations have been carried out for the Pacific basin, showing that within 5–6 years, the emissions would reach the North American coastline, with uncertain consequences for food safety and health of the local population.

The University of Hawaii’s International Pacific Research Center created a graphic showing the projected dispersion of debris from Japan: Last year, scientists from the National Oceanic and Atmospheric Administration's (NOAA) Pacific Marine Environmental Laboratory and 3 scientists from the GEOMAR Research Center for Marine Geosciences showed that radiation on the West Coast of North America could end up being 10 times higher than in Japan:

After 10 years the concentrations become nearly homogeneous over the whole Pacific, with higher values in the east, extending along the North American coast with a maximum (~1 × 10?4) off Baja California. *** With caution given to the various idealizations (unknown actual oceanic state during release, unknown release area, no biological effects included, see section 3.4), the following conclusions may be drawn. (i) Dilution due to swift horizontal and vertical dispersion in the vicinity of the energetic Kuroshio regime leads to a rapid decrease of radioactivity levels during the first 2 years, with a decline of near-surface peak concentrations to values around 10 Bq m?3 (based on a total input of 10 PBq). The strong lateral dispersion, related to the vigorous eddy fields in the mid-latitude western Pacific, appears significantly under-estimated in the non-eddying (0.5°) model version. (ii) The subsequent pace of dilution is strongly reduced, owing to the eastward advection of the main tracer cloud towards the much less energetic areas of the central and eastern North Pacific. (iii) The magnitude of additional peak radioactivity should drop to values comparable to the pre-Fukushima levels after 6–9 years (i.e. total peak concentrations would then have declined below twice pre-Fukushima levels). (iv) By then the tracer cloud will span almost the entire North Pacific, with peak concentrations off the North American coast an order-of-magnitude higher than in the western Pacific. ***

Fukushima Debris "Island" The Size Of Texas Near US West Coast

While it took Japan over two years to admit the Fukushima situation on the ground is "out of control", a development many had predicted for years, a just as important topic is what are the implications of this uncontrolled radioactive disaster on not only the local environment and society but also globally, particularly Japan's neighbor across the Pacific - the US.
To be sure, there has been much speculation, much of it unjustified, in the past two years debating when, how substantial and how acute any potential debris from Fukushima would be on the US. Which is why it was somewhat surprising to see the NOAA come out with its own modeling effort, which shows that not only "some buoyant items first reached the Pacific Northwest coast during winter 2011-2012" but to openly confirm that a debris field weighing over 1 million tons, and larger than Texas is now on the verge of hitting the American coastline, just west off the state of California.
Obviously, the NOAA in releasing such a stunner could well be hammered by the administration for "inciting panic" which is why it caveated its disclosure carefully:



Many variables affect where the debris will go and when. Items will sink, disperse, and break up along the way, and winds and ocean currents constantly change, making it very difficult to predict an exact date and location for the debris’ arrival on our shores.
 
The model gives NOAA an understanding of where debris from the tsunami may be located today, because it incorporates how winds and ocean currents since the event may have moved items through the Pacific Ocean. This model is a snapshot of where debris may be now, but it does not predict when debris will reach U.S. shores in the future. It's a "hindcast," rather than a "forecast." The model also takes into account the fact that winds can move different types of debris at different speeds. For example, wind may push an upright boat (large portion above water) faster than a piece of lumber (floating mostly at and below the surface).

Still despite this "indemnity" the NOAA does come stunningly close with an estimate of both the location and size of the debris field. One look at the map below shows clearly why, while the Fed may have the economy and markets grasped firmly in its central-planning fist, when it comes to the environment it may be time to panic:

Some of the disclosures surrounding the map:
  • Japan Ministry of the Environment estimates that 5 million tons of debris washed into the ocean.
  • They further estimated that 70% of that debris sank near the coast of Japan soon after the event.
  • Model Results: High windage items may have reached the Pacific Northwest coast as early as winter 2011-2012.
  • Majority of modeled particles are still dispersed north and east of the Hawaiian Archipelago.
  • NOAA expects widely scattered debris may show up intermittently along shorelines for a long period of time, over the next year, or longer.
In light of these "revelations" which come not from some tinfoil website but the Department of Commerce's National Oceanic and Atmospheric Administration, it becomes clear why there has been virtually zero mention of any of these debris traffic patterns on the mainstream media in recent history, or ever.
Appropriately enough, since the US media will not breach this topic with a radioactive 10 foot pole, one has to go to the Russian RT.com website to learn some more:



Over a million tons of Fukushima debris could be just 1,700 miles off the American coast, floating between Hawaii and California, according to research by a US government agency.
 

 
The National Oceanic and Atmospheric Administration (NOAA) recently updated its report on the movement of the Japanese debris, generated by the March 2011 tsunami, which killed 16,000 people and led to the Fukushima nuclear power plant meltdown.
 
Seventy percent of an estimated 5 million tons of debris sank near the coast of Japan, according to the Ministry of Environment. The rest presumably floated out into the Pacific.
 
While there are no accurate estimates as to where the post-tsunami junk has traveled so far, the NOAA has come up with a computer model of the debris movement, which gives an idea of where its highest concentration could be found.

Having released the radioactive genie from the bottle, the NOAA is now doing all it can to avoid the inevitable social response. RT has more:



The agency was forced to alleviate the concerns in an article saying there was “no solid mass of debris from Japan heading to the United States.”
 
“At this point, nearly three years after the earthquake and tsunami struck Japan, whatever debris remains floating is very spread out. It is spread out so much that you could fly a plane over the Pacific Ocean and not see any debris since it is spread over a huge area, and most of the debris is small, hard-to-see objects,” NOAA explains on its official webpage.
 
The agency has stressed its research is just computer simulation, adding that “observations of the area with satellites have not shown any debris.”
 

 
Scientists are particularly interested in the organisms that could be living on objects from Japan reaching the west coast.
 
"At first we were only thinking about objects like the floating docks, but now we’re finding that all kinds of Japanese organisms are growing on the debris," John Chapman of the Marine Science Center at Oregon State University told Fox News.
 
"We've found over 165 non-native species so far," he continued. "One type of insect, and almost all the others are marine organisms … we found the European blue mussel, which was introduced to Asia long ago, and then it grew on a lot of these things that are coming across the Pacific ... we’d never seen it here, and we don’t particularly want it here."

What is the worst-case scenario:



The worst-case scenario would be that the trash is housing invasive organisms that could disrupt the local environment’s current balance of life. Such was the case in Guam, where earlier this year it was announced that the US government intended to parachute dead mice laced with sedatives on to the island in order to deal with an invasive species of brown tree snake that was believed to have been brought to the American territory on a military ship over 60 years ago. In a little over half a century, a few snakes spawned what became an estimated 2 million animals, the likes of which ravaged the island’s native bird population and warranted government intervention.
 
Other concerns such as radiation, meanwhile, have been downplayed. On its website, the NOAA says, “Radiation experts agree that it is highly unlikely that any tsunami-generated marine debris will hold harmful levels of radiation from the Fukushima nuclear emergency.”
 
Independent groups like the 5 Gyres Institute, which tracks pollution at sea, have echoed the NOAA’s findings, saying that radiation readings have been “inconsequential.” Even the release of radioactive water from the Fukushima nuclear reactor shouldn't be a grave concern, since scientists say it will be diluted to the point of being harmless by the time it reaches American shores in 2014.

Which is great news: since even the worst case scenario is inconsequential, we expect the broader media will promptly report on the NOAA's findings: after all, the general public surely has nothing to fear.

Why TEPCO is Risking the Removal of Fukushima Fuel Rods. The Dangers of Uncontrolled Global Nuclear Radiation

 After repeated delays since the summer of 2011, the Tokyo Electric Power Company has launched a high-risk operation to empty the spent-fuel pool atop Reactor 4 at the Dai-ichi (No.1) Fukushima Nuclear Power Plant.

The urgency attached to this particular site, as compared with reactors damaged in meltdowns, arises from several factors:

-         over 400 tons of nuclear material in the pool could reignite

-         the fire-damaged tank is tilting badly and may topple over sooner than later

-         collapse of the structure could trigger a chain reaction and nuclear blast, and

-         consequent radioactive releases would heavily contaminate much of the world.

The potential for disaster at the Unit 4 SFP is probably of a higher magnitude than suspected due to the presence of fresh fuel rods, which were delivered during the technical upgrade of Reactor 4 under completion at the time of the March 11, 2011 earthquake and tsunami. The details of that reactor overhaul by GE and Hitachi have yet to be disclosed by TEPCO and the Economy Ministry and continue to be treated as a national-security matter. Here, the few clues from whistleblowers will be pieced together to decipher the nature of the clandestine activity at Fukushima No.1.

 Accidents happen

The delicate rod-removal procedure requires the lowering of a steel cylinder, called a transfer cask, into a corner of the pool and then using the crane to lift the 300-kilogram fuel assemblies (4..5-meter-tall bundle of fuel rods held inside a metal cage) one at a time from the vertical array of rods up and then down into the cask. The container can hold 22 assemblies for transfer to a temporary cooling unit built next to Reactor 4 before these are moved to a storage building.(1)

Lifting the 1,533 fuel bundles out of the pool is fraught with danger. If an assembly breaks away and falls, the impact could shatter other rods below, triggering an uncontrolled nuclear reaction. Compounding the threat, many rods are not intact but were fragmented into loose shards by a collapsing crane. In addition, many of the rods likely lost their protective cladding during the two fires that engulfed the spent-fuel pool on March 14 and 15, 2011.

The urgency of this transfer operation is prompted by the warping of the supporting steel frame by the twin fires that followed the March 11 quake. The pool is also tilting. If the unbalanced structure topples, the collapse would trigger nuclear reactions. A cascade of neutrons could then ignite the nearby common fuel pool for Reactors 1 through 6. The common pool contains 6,735 used assemblies.(2)

The Reactor 4 spent fuel pool contains an estimated 400 tons of uranium and plutonium oxide, compared with just 6.2 kilograms of plutonium inside Fat Man, the hydrogen bomb that obliterated Nagasaki in 1945.  (While predictions are bandied about by experts and bloggers, there exists no reliable method for calculating the potential sum or flow rate of radiation releases, measured in becquerel or sievert units, after an accident. The tonnage involved, however, indicates only that a large-scale event is likely and a cataclysm cannot be ruled out.)

More than 1,700 tons of nuclear materials are reported to be on site inside Fukushima No.1 plant. (My investigative visits into the exclusion zone indicate the existence of undocumented and illegal large-scale storage sites in the Fukushima nuclear complex of undetermined tonnage.)  By comparison Chernobyl ’s reactors contained 180 tons of fuel not all of which melted down.

Despite the looming threat to residents in Fukushima , surrounding provinces and the capital Tokyo , the office of Prime Minister Shinzo Abe along with TEPCO hews to the tradition of risk denial and blackout of vital information. No contingency plan has been issued to Fukushima residents or to the municipalities of the Tohoku and Kanto region in event of a nuclear disaster during the SFP clearance effort. A concurrent drive to impose a draconian law against whistleblowers on grounds of national security is reinforcing the cover-up of data and testimony related to nuclear power plants, including the Fukushima complex.

Mystery of MOX super-fuel

A Mainichi Shimbun editorial mentions in passing that the Reactor 4 pool contains 202 fresh fuel assemblies.(3) The presence of new fuel rods was confirmed in the TEPCO press release, which described the first assembly lifted into the transfer cask as an “un-irradiated fuel rod.” Why were new rods being stored inside a spent-fuel pool, which is designed to hold expended rods? What threat of criticality do these fresh rods pose if the steel frame collapses or if crane operators drop one by accident onto other assemblies, as opposed to a spent rod?

Against the official silence and disinformation, a few whistleblowers have come forward with clues to answer these questions. Former GE nuclear worker Kei Sugaoka disclosed in a video interview that a joint team from Hitachi and General Electric was inside Reactor 4 at the time of the March 11, 2011 earthquake. By that fateful afternoon, the GE contractors were finishing the job of installing a new shroud, the heat-resistant metal shield lining the reactor interior.(4)

 TEPCO inadvertently admitted to the presence of foreign contractors at Fukushima No.1 up until March 12, 2012, when the management ordered their evacuation in event of a massive explosion during the rapid meltdown of Reactor 2. So far, leaks indicate the presence of the GE team and of a Israeli nuclear security team with Magna BSP, a company based in Dimona.(5)

Another break came in April 2012, when a Japanese humor magazine published a brief interview of a Fukushima worker who disclosed that radioactive pieces of a broken shroud were left inside a device-storage pool at rooftop level behind the Reactor 4 spent-fuel pool.(6) This undoubtedly is the used shroud removed by the GE-H workers in February-March 2011.

A curious point here is that the previous shroud had been in use for only 15 months. Why would TEPCO and the Japanese government expend an enormous sum on a new lining when the existing one was still good for many years of service?

Obviously, the installation of a new shroud was not a mere replacement of a worn predecessor. It was an upgrade. The refit of Reactor 4 was, therefore, similar to the 2010 conversion of Reactor 3 to pluthermal or MOX fuel. The same model of GE Mark 1 reactor was being revamped to burn MOX fuel (mixed oxide of uranium and plutonium).

The un-irradiated rods inside the Unit 4 spent-fuel pool are, in all probability, made of a new type of MOX fuel containing highly enriched plutonium. If the frame collapses, triggering fire or explosion inside the spent-fuel pool, the plutonium would pulse powerful neutron bursts that may well possibly ignite distant nuclear power plants, starting with the Fukushima No.2 plant, 10 kilometers to the south.

The scenario of a serial chain reaction blasting apart nuclear plants along the Pacific Coast, is what compelled Naoto Kan, prime minister at the time of the 311 disaster, to contemplate the mass evacuation of 50 million residents (a third of the national population) from the Tohoku region and the Greater Tokyo metropolitan region to distant points southwest.(7) Evacuation would be impeded by the scale and intensity of multiple reactor explosions, which would shut down all transport systems, telecommunications and trap most residents. Tens of millions would die horribly in numbers topping all disasters of history combined.

Fires last time

The rod-transfer operation from Unit 4 is scheduled for completion by the end of 2014. That estimate is optimistic since it does not take into account the obstruction posed by fragments of shattered fuel rods that were overheated in the two fires that swept through Unit 4 spent-fuel pool on March 13 and 15, 2011, according to NHK television news.(8) Another factor for uncertainty is the impact of the explosion that rocked the roofline of the reactor building.

Basing its analysis on corporate information releases thus far, the Simply Info website states:

    “TEPCO has changed their story on Unit 4 multiple times but eventually admitted to a very obvious explosion occurring at Unit 4 (on March 15). No video of Unit 4 exploding exists to date and it is assumed the explosion took place before dawn. One of TEPCO’s later admissions regarding unit 4 is that they think hydrogen leaked into unit 4 from unit 3 via the venting pipes and a faulty valve. No reason was given as to why unit 4 did not then ignite when Unit 3 exploded.”(9)

Soon after the Reactor 3 blast, an explosion occurred on the roofline of Reactor 4, blowing two 8-meter-wide holes through the outer wall. Although tattered, the spent-fuel pool survived the nearby explosion along with the device-storage pool containing the shroud. Photos of the building show holes and damage to a large section of walls and roof slabs on the northeast side of the upper structure (opposite the spent-fuel pool. Hydrogen gas, despite its high combustive energy per kilogram, lacks sufficient density to inflict such damage to reinforced concrete, as would a carbon-bonded gas like acetylene. A logical deduction then is that a cask of new fuel rods left on the roof during the GE-H refit was ignited by neutrons emitted from the SPF fire.

As for the spent-fuel pool, the first blaze broke out on March 14 and died down after several hours. On the following day, the pool reignited and had to be extinguished by firefighters. The nagging question is why the raging fires burned so long, since much of the hydrogen was dissolved in the remaining water at the bottom of the pool or would have burned off within a few seconds. While TEPCO conjectured that hydrogen gas pumped from Reactor 3 to 4, that scenario is a long stretch since most of the volatile gas would dissipated before arrival or ignited along the way.

An alternative possibility is of a tritium-plutonium reaction creating gas plasma inside the spent fuel pool. The condition of the cladding on the rods, which would have been melted by plasma, can indicate the heat source during those two fires. None dare mention are tritium-plutonium inter-reaction because that is the formula for a thermonuclear bomb, that is, the H-bomb. MOX fuel does have the potential to generate sufficient tritium for a thermonuclear, and that is what so rattled Naoto Kan by March 12, 2011.

A Puzzled Civil Engineer

In July 2012, inside the exclusion zone about 14 kilometers south of Fukushima No.1 plant, I had a discussion with a manager with a major construction contractor, whose large team was working at the damaged nuclear facilities. The civil engineer said that the Reactor 4 building was of serious concern because the structure was split, with the halves leaning onto each other. He added that the tilt indicates “structural damage” to the ferroconcrete foundation. Even a 9.0 earthquake could not cleave the strong footing, he stressed.

When asked about what then could crack the foundation, the manager responded: “I am a civil engineer, not a nuclear expert.” Nudged a bit more, he implied that a meltdown of nuclear fuel may have seared through the concrete. The intense heat can reconvert concrete into loose hydrated lime powder and sand, while cutting through rebar steel like a hot knife through butter.

The upgrade of the Reactor 4 shroud may well have involved the test-fitting of some MOX rods, which abandoned on the floor next to the reactor when the tsunami reached shore. In other words, in early March 2011 crane operators completely filled  space inside the spent-fuel pool with new MOX rods and then simply left casks of assemblies on the roof and lowered more into the basement. That is the simplest explanation for the damage to the structural integrity of the reactor building. GE is not about to disclose its role in this disaster.

Japan – Like the U.S. – Turns to Censorship

2 weeks after the Fukushima accident, we reported that the government responded to the nuclear accident by trying to raise acceptable radiation levels and pretending that radiation is good for us [1].

We noted [2] earlier this month:

    Japan will likely pass a new anti-whistleblowing law in an attempt to silence criticism of Tepco and the government [3]:

        Japanese Prime Minister Shinzo Abe’s government is planning a state secrets act that critics say could curtail public access to information on a wide range of issues, including tensions with China and the Fukushima nuclear crisis.

        The new law would dramatically expand the definition of official secrets and journalists convicted under it could be jailed for up to five years.

    In reality, reporters covering Fukushima have long [4] been harassed [5] and censored [6].

Unfortunately, this is coming to pass. As EneNews reports [7]:

    Associated Press [8], Nov. 26, 2013: Japan’s more powerful lower house of Parliament approved a state secrecy bill late Tuesday [...] Critics say it might sway authorities to withhold more information about nuclear power plants [...] The move is welcomed by the United States [...] lawyer Hiroyasu Maki said the bill’s definition of secrets is so vague and broad that it could easily be expanded to include radiation data [...] Journalists who obtain information “inappropriately” or “wrongfully” can get up to five years in prison, prompting criticism that it would make officials more secretive and intimidate the media. Attempted leaks or inappropriate reporting, complicity or solicitation are also considered illegal. [...] Japan’s proposed law also designates the prime minister as a third-party overseer.

    BBC [9], Nov. 26, 2013: Japan approves new state secrecy bill to combat leaks [...] The bill now goes to the upper house, where it is also likely to be passed.

    The Australian [10], Nov. 25, 2013: Japanese press baulks at push for ‘fascist’ secrecy laws [...] Taro Yamamoto [an upper house lawmaker] said the law threatened to recreate a fascist state in Japan. “This secrecy law represents a coup d’etat by a particular group of politicians and bureaucrats,” he told a press conference in Tokyo. “I believe the secrecy bill will eventually lead to the repression of the average person.     U.S. Charge d’Affairs Kurt Tong: It’s a positive step that would make Japan a “more effective alliance partner.”

Rather than addressing the problems head-on, the Japanese government is circling the wagons [2].

Unfortunately, the United States is no better. Specifically, the American government:

    Censors journalists [12] who raise inconvenient truths

    Pressured the Japanese government [13] to re-start its nuclear program, and is allowing Fukushima seafood to be sold in the U.S.

    Weakened safety standards [14] for U.S. nuclear reactors after the Fukushima disaster

As we noted [15] 6 months after Fukushima melted down:

    American [16] and Canadian [17] authorities have virtually stopped monitoring airborne radiation, and are not testing fish for radiation. (Indeed, the EPA reacted to Fukushima by raising “acceptable” radiation levels [1].)

    The failure of the American, Canadian and other governments to test for and share results is making it difficult to hold an open scientific debate about what is happening.

Earlier this year, the acting EPA director signed [18] a revised version of the EPA’s Protective Action Guide for radiological incidents, which radically relaxing the safety guidelines agencies follow in the wake of a nuclear-reactor meltdown or other unexpected release of radiation.  EPA whistleblowers called it [19] “a public health policy only Dr. Strangelove could embrace.”

As we noted [1] right after Fukushima happened, this is standard operating procedure for government [20] these days:

    When the economy imploded in 2008, how did the government respond?

    Did it crack down on fraud? Force bankrupt companies to admit that their speculative gambling with our money had failed? Rein in the funny business?

    Of course not!

    The government just helped cover up how bad things were, used claims of national security to keep everything in the dark, and changed basic rules and definitions to allow the game to continue. See this [21], this [22], this [23] and this [24].

    When BP – through criminal negligence [25] – blew out the Deepwater Horizon oil well, the government helped cover it up [26] (the cover up is ongoing [27]).

    The government also changed the testing standards for seafood [28] to pretend that higher levels of toxic PAHs [29] in our food was business-as-usual.

    So now that Japan is suffering the worst nuclear accident since Chernobyl – if not of all time – is the government riding to the rescue to help fix the problem, or at least to provide accurate information to its citizens so they can make informed decisions?

    Of course not!

    The EPA is closing ranks [30] with the nuclear power industry ….

    Indeed, some government scientists and media shills are now “reexamining” old studies that show that radioactive substances like plutonium cause cancer to argue that they help prevent cancer.

    It is not just bubbleheads like Ann Coulter [31] saying this. Government scientists from the Pacific Northwest National Laboratories [32] and pro-nuclear hacks [33] like Lawrence Solomon [34] are saying this. [Update [35].]

    In other words, this is a concerted propaganda campaign to cover up the severity of a major nuclear accident by raising acceptable levels of radiation and saying that a little radiation is good for us.

Any time the results of bad government policy is revealed, the government just covers it up rather than changing the policy [36].

I have annual cardio exams that involve nuclear medicine injections.  Those exams are invariable before I travel, so I am given a card with the isotope, dose and I ask the tech the half-life (same guy every year, he likes patients who can talk about physics and half-lives).   

currently they are still able to determine a medical dose from the background radiation travelers may have absorbed from the environment. That means we're not all glowing yet. 

When they don't notice my medically acquired doses, I'll get worried.
