I think this has been the priority of every POTUS since at least Woodrow Wilson, but you can probably go back before that to Ulysses S. Grant.  He was POTUS when John D. Rockefeller founded Standard Oil.

Andrew Johnson followed Lincoln, and was impeached for his trouble, but missed conviction in the Senate by one vote.

"Colonel" Edwin Drake sunk his well in 1859, but oil would not reach its energy dominance until the 20th century. Originally oil was refined to make kerosene for lamps, replacing coal oil.

The 19th century ran on coal-- the trains which would cross the continent (after those pesky native peoples and bison were exterminated), to the dispatch of the Great White Fleet-- America was powered by coal.
