An outcome of running Perpetual War is that you have Perpetual Veterans.  Like Pensioners for GM, they load up on the unfunded obligations.

The Military Arm always tries to get out from under its promises to the Canon Fodder that survives.  Remember the Bonus Army?  WWI Vets trying to get what was promised to them for hanging in the Trenches and getting Gassed for a few years.

These days, we still got a few surviving WWII Vets, Korean War Vets, Vietnam Vets, Desert Storm Vets, Afghanistan Vets...  this is a LOT of Vets needing medical care!

Far as the Illuminati are concerned, they basically hope most of them die in the War itself, or if not soon thereafter. Continuing Care for these folks who have lost limbs and have cancers and other problems from Agent Orange and all the rest of the shit used to prosecute a war in the industrial era is not in the Accounting.

Thats because yoy have so many vets, the USA does all the heavy liftng but gets a bunch of other countries involved too as a token of international consensus. A lot of them do no fighting just training and logistical support etc. Here we always send fighters but the numbers are almost insignificant and they are the highest trained SAS commandos anyway, obviously in a real war against a real adversary this would change. But they do  NOT at this point or ever since ww2  as far as I know skimp on their gold veterans cards. Practice managers will see the veterans card and slug them a hefty premium of about an extra hundred bucks for an apt.
