Bulgaria's Prime Minister resigns as banking crisis unfolds

The Prime Minister of Bulgaria Plamen Oresharski has resigned his post. His decision came after accusations by opponents of failing to cope with the worst banking crisis in 17 years.

The decision was supported by 180 lawmakers in the parliament, only 8 voted against, and 8 abstained, reports Bloomberg.

The Oresharski government lasted for only 16 months of the 4 years it was elected for. New elections on October 5 will see the country’s fifth prime minister since Bulgaria joined the European Union in 2007.

“My cabinet worked in unprecedented conditions of hostility…Despite that we achieved good results. All business indicators improved in the year we ruled,” Reuters quotes Oresharski’s speech just before the vote.

The socialist Prime Minister resigned after the opposition, which gained in the recent European Parliament elections, accused him of bringing the country to ruin. There has been a catastrophic run on the country’s third and fourth-largest banks, which gave his political foes ammunition to force his departure.

The First Investment Bank, the country’s third-largest commercial lender, became an object of an unprecedented attack. Depositors began withdrawing cash, following a flood of SMS messages and posts on Bulgarian language websites warning the bank was close to collapse. The run on First Investment cost the bank 800 million lev ($550 million) in client deposits in one day.

Another lender - Corporate Commercial Bank AD - was placed under the supervision of the central bank on June 20 after it ran out of liquidity. It happened amid media reports of a dispute between the majority shareholder and a large depositor, a member of parliament who withdrew his funds.

The mass asset withdrawal left the banks just a step away from bankruptcy. The European Commission then agreed to extend a $2.27 billion credit line to the lenders.

“This government didn’t have the needed support and strength to carry out serious reforms. It depends very much on whether the government that will come after the elections will master the support and the will for painful reforms,” Bloomberg quotes Daniel Smilov, an analyst at the Center for Liberal Strategies in Sofia.

However,the outgoing Finance Minister Petar Chobanov said they were "leaving the country with a stable fiscal reserve, which exceeds $5.5 billion, despite baseless talk of bankruptcy... It gives room for flexibility."

Oresharski's departure leaves his successor to sort out country’s worst banking crisis since the 1990s, with the fate of its fourth-largest lender undecided.

One of key objectives the new government in Bulgaria is to make a decision concerning the construction of the South Stream gas pipeline which the European Commission is trying to halt.

The socialist party supported the construction; however the process was suspended when European authorities requested a check on compliance with EU legislation.

Boyko Borisov, the most probable candidate for a post of the Prime Minister of Bulgaria has announced that should he win, he would only continue the construction of the pipeline if the contracts correspond to EU rules. He also said he intends to exclude all the companies affected by the US sanctions lists.

August 3, 2014 (Tony Cartalucci – NEO) – The term “Russian aggression” has been inundating headlines across the Western media and even graces the title of a US Senate bill introduce this year – S.2277 – Russian Aggression Prevention Act of 2014. But what “aggression” is the West referring to? A cursory look at Russian history over the past 500 years compared to say, Britain, France, or even America and its “Manifest Destiny,” portrays Russia as a nation preoccupied within and along its borders, not in hegemonic, global expansion. The idea of far-flung former colonies is one unique to the British, French, Dutch, and Spanish. Even today geopolitical, socioeconomic, and even outright military intervention in these former colonies is exclusively the pursuit of the United States and Europe.

The United States alone has hundreds of military bases around the world, has been permanently occupying Germany and Japan for a half century, Afghanistan for over a decade, and had invaded and occupied Iraq for nearly as long.

“Russian Aggression” is a Marketing Gimmick 

Canadian PM Stephan Harper’s “op-ed” in the Globe and Mail titled, “Our duty is to stand firm in the face of Russian aggression,” fallaciously states:

The world is saddened and rightfully outraged by images of the charred remnants of Malaysia Airlines Flight MH17, and by the loss of almost 300 people from 11 countries, strewn across fields in eastern Ukraine. While the grim work of identifying victims’ remains and tracking down the perpetrators of this appalling crime is just beginning, the world can be certain of one thing: There can be no weakening of our resolve to punish the Putin regime for threatening the peace and security of eastern and central Europe.

Harper’s disingenuous attempt to link Russia to the MH17 disaster reveals the truth behind “Russian aggression,” a marketing campaign implemented by the West to undermine an obstruction to its very real, very demonstrable global aggression. The fact that Harper presides over the nation of Canada, which is in no way threatened by “Russian aggression” real or imagined, further exposes the disingenuous nature of the narrative peddled by the West.

Aggressors Playing the Victim – From Hitler to NATO

From Libya, to Mali, to Syria, Egypt, Ukraine, and beyond – the West has engaged in direct and indirect geopolitical meddling and manipulation through various forms of force including covert military and intelligence operations to proxy terrorism, and even outright direct military intervention. As the West nears the boundaries of nations capable of defending themselves and a defense is in fact mounted, pundits and politicians have begun framing it as “aggression.” The impediment of Western expansion across Europe, Africa, Asia, and South America is framed as “aggression” just as Adolf Hitler did in regards to nations chaffing against expanding Nazism during the 1930′s.

Ultimately, legitimate claims of “aggression” and “expansionism” could easily be enumerated. A map for instance, of Europe over the past several decades showing the expansion of Russian territory would be such an indicator. However, such a map instead shows precisely the opposite – with NATO visibly encroaching upon Russia’s very borders behind the overt pretense of “a Europe whole and free.”

For pundits and politicians who respond that NATO’s expansion was not executed through “aggression,” but rather through the voluntary will and aspirations of the people within these new NATO members, the US itself admits this isn’t the case. So-called “color revolutions” from Serbia, to Georgia, to Ukraine itself have been engineered, funded, and executed by the US and other members of NATO to overthrow political orders and opposition fronts that oppose NATO, and to install political orders that embrace it – nothing less than what any empire throughout human history has done through viceroys and other forms of proxy imperial administration.

In fact, the Guardian would admit in its 2004 article, “US campaign behind the turmoil in Kiev,” that (emphasis added):

…while the gains of the orange-bedecked “chestnut revolution” are Ukraine’s, the campaign is an American creation, a sophisticated and brilliantly conceived exercise in western branding and mass marketing that, in four countries in four years, has been used to try to salvage rigged elections and topple unsavoury regimes. 

Funded and organised by the US government, deploying US consultancies, pollsters, diplomats, the two big American parties and US non-government organisations, the campaign was first used in Europe in Belgrade in 2000 to beat Slobodan Milosevic at the ballot box. 

Richard Miles, the US ambassador in Belgrade, played a key role. And by last year, as US ambassador in Tbilisi, he repeated the trick in Georgia, coaching Mikhail Saakashvili in how to bring down Eduard Shevardnadze. 

Ten months after the success in Belgrade, the US ambassador in Minsk, Michael Kozak, a veteran of similar operations in central America, notably in Nicaragua, organised a near identical campaign to try to defeat the Belarus hardman, Alexander Lukashenko. 

That one failed. “There will be no Kostunica in Belarus,” the Belarus president declared, referring to the victory in Belgrade. 

But experience gained in Serbia, Georgia and Belarus has been invaluable in plotting to beat the regime of Leonid Kuchma in Kiev. 

The operation – engineering democracy through the ballot box and civil disobedience – is now so slick that the methods have matured into a template for winning other people’s elections.

In other words, from Belarus, to Georgia, to Ukraine, and Serbia, the US has been insidiously overthrowing governments not through outright military aggression, but through covert military, political, and intelligence operations aimed at manipulating elections and overrunning regimes that refuse to accept the subsequently skewed results. Surely, then, regimes resulting from such a practice are not then “voluntarily” joining NATO – and NATO is surely expanding itself through a campaign of insidious, violent, lawless subversion of sovereign nations, one at a time with Ukraine once again in its sights.

Nazis At the Gates (Again)   

The parallels between NATO and Nazi Germany are unfortunately more than merely academic. In Ukraine, the current regime in Kiev backed by NATO and the European Union are quite literally Nazis. From the “Fatherland Party” to the overtly Neo-Nazi Svoboda Party and their various militant wings including the now notorious Right Sector front, ultra-right fascism is once again the leading edge of expansionism into, not out of, Russian territory.

Current attempts by the West to portray Russia’s concern over Ukraine and the Nazi menace festering on their doorstep to Soviet leader Josef Stalin’s invasion of Poland aim to stir up anti-Communist, anti-Soviet fears and hysteria long programmed into the psyches of Western audiences – but incidentally provide a valuable historical parallel. While the invasion of Poland was a violation of Polish national sovereignty and an act of war – it was done to create a barrier between the Soviet Union and the rise of Nazi Germany under Adolf Hitler. Such a barrier was arguably one of several factors that allowed the Soviets to mobilize a counteroffensive to Hitler’s Operation Barbarossa – the invasion of Russia, a counteroffensive that ultimately turned the tide against Hitler and led to the downfall of fascism in Europe.

Besides cause and effect, there are few other similarities between Stalin’s invasion of Poland and the modern day Russian Federation’s political support of eastern Ukrainians who have been fighting the regime in Kiev for months with increasing success. Besides the same variety of dubious accounts the West fabricated against nations like Iraq, Libya, and Syria as a pretext for war, little in terms of evidence has been produced by Washington, London, or Brussels to affirm accusations that Russia is “invading” eastern Ukraine. Russia has instead chosen restraint despite multiple attempts by the West to bait it into overt military intervention in Ukraine - and in this restraint, has secured a growing global consensus long driven weary by the West’s attempts to dress up its own global aggression and expansionism as “democracy promotion” and “humanitarian interventions.”

When Russia temporarily went away in 1991, Dorian Grey's TRUE  image was finally seen. It's been Rampage Crazy since then instead of a "peace dividend" because the bastards that run our country have ALWAYS made money from WAR, Strife and Misery.

After 1991 they no longer CARED about the PR BULLSHIT that we stood for human rights. The ONLY REASON some equality was given (now being taken back full speed! :emthdown:) to minorities in general and blacks in particular was because Russia was using it to RIGHTFULLY to tarnish our goody two shoes image.

The mask has TOTALLY come off! It's JIM CROW FOR EVERYONE (not just minorities!) THAT AIN'T IN THE 1%.

 Remember when the Berlin wall came down, and the talking heads murmured about a "peace dividend" for about 10 minutes?

I do not believe it is over-cynical to think that everything that has happened since the Berlin wall – Kuwait, 9/11, Afghanistan, Iraq, all of it – is to ensure that such a peace dividend never gets paid.  the war machine is insatiable, it's been that way since the Civil War. Smedley Butler recognized it;  general stubble wine recognizes it;  most of the participants in this forum recognize it;  when will the rest of our friends and neighbors recognize it?

I think the teenage generation dont believe the hype, theyve all see on their facebook feeds daily memes making fun of politicians and pictures of putins plane alongside MH17 etc. OTOH a few months ago I had a friend my own age come around and as her mother is german and father russian, I decided to ask what she thought of goings on in ukraine, "I dont know, just Putin being Putin I suppose".

Yesterday evening the only clear radio signal I could get was ABC and The revolting Amanda Vanstone, former govt minister from the 90's has a nightly show. There was an iterview with an author of an article, questioning whether China can really be a world power. When he opened his mouth, american. His basis for his premise was that China "stays on the sidelines" in inernational affairs and is not proactive enough, and does not even "project soft power" and has no allies. Hmmm what about BRICS and SCO? Vanstone readily agreed with everything and called it a 'snap' in echoing her own analysis.

The interview next was another joke talking about how people can use the democratic system to effect affect change. Suuuure.

I agree about the imperialism starting big time after the civil war. But there is SO MUCH MORE that happened then that was KEY. The industrial revolution turning slavery into slave labor without the name, the preaching of the work ethic FROM THE PULPITS for the poor while the rich became increasingly lazy, decadent AND cruel (while embracing STUPID self serving theories about survival of the meanest mother fuckers around being the proper way to "improve' humanity and so on).

But there is another BIGGY that most people are ignorant of. The industrial revolution DESTROYED diverse agricultural fruits and vegetables deliberately in order to favor the two dozen or so that could be grown and transported thousands of miles without losing their "marketable" appearance.  :emthdown: :emthdown: :emthdown:

I've eaten bananas with paper thin skin that are 3 inches long and DELICIOUS! The same goes for many types of lemons, mangoes, guavas and oranges, just to name some other examples. We have SHIT diversity in our fruit purchases while the corporations CLAIM we have a wider diversity than EVER! BULLSHIT!

Yeah, we've got REFRIGERATION. But Big imperialist Agriculture turned Central and South America largely into a plantation growing what CORPORATIONS wanted grown. Like the hard hit wallet, The poor nutritional result of all this crap will make people recognize this must STOP when it hits their health (HARD).

For a country that is supposed to be tightening its military belt, and pivoting to Asia, and R2P in Middle East and across Africa, reassuring European allies sounds like a luxury.

Escalation over the Ukraine conflict, a/k/a Cold War 2.0, just took another major step forward. Because here comes the cavalry... literally.

While the world is focused on the first deployment of US marines in Iraq in nearly a decade, as "humanitarian advisors" of course so as not to destroy the Nobel peace prize-winning aura of the US president who is rapidly becoming a warmonger on par with his predecessor, a far more dangerous development took place overnight with nobody noticing, when the Pentagon announced that approximately 600 soldiers from the Army’s 1st Brigade, 1st Cavalry Division will deploy to Poland and the Baltic states to help reassure European allies who feel threatened by Russian military moves. And while most Americans may be geographically challenged, Russians know very well that all of these countries border on Russia. As such this very demonstrative military expansion by NATO powers to "pre-contain" Russian military agression will only lead to one thing: even more "defensive" escalation.

Some more detail on the latest US dispatch of troops in the area now defined by the second coming of the Cold War from Stripes.com:

    The troops and their equipment — which include M-1 Abrams tanks, infantry fighting vehicles, and armored personnel carriers — will go to Europe in October for a three-month series of training exercises.

The troops will originate out of Fort Hood, Texas (keep this in mind for a post later today) and will replace 600 paratroopers from the Army’s 173rd Airborne Brigade. "These land training exercises … help foster interoperability through small unit and leader training," Pentagon spokesman Col. Steve Warren said.

In addition to ground forces, the U.S. has also sent F-16 combat aircraft to Poland and participated in NATO air policing missions over the Baltics.

So why is the US sending military reinforcements at a time when every troop movement is scrutinized with a microscope around the globe:

    The exercises came at the request of host nations that fear a resurgent Russia, which annexed the Crimea region of Ukraine earlier this year and continues to support a pro-Russia separatist movement in eastern Ukraine.

So to summarize: the countries that are most worried about Russian military aggression, those which by definition border on Russia, have decided to preempt Russia and demand additional US military presence on their territory, believing that the Kremlin will not see this US military build up as one which threatens Russia with even further NATO expansion on its borders.

Brilliant. Why? Because recall what happened in December 2013 long before the Ukraine semi-hot proxy civil war was raging:

    It seems [Putin] had a Plan B in case things escalated out of control, one that fits with what we wrote a few days ago when we reported that "Russia casually announces it will use nukes if attacked." Namely, as Bloomberg reports citing Bild, Russia quietly stationed a double-digit number of SS-26 Stone, aka Iskander, tactical, nuclear-capable short-range missiles near the Polish border in a dramatic escalation to merely verbal threats issued as recently as a year ago.

This comes from an article titled "Russia Stations Tactical, Nuclear-Capable Missiles Along Polish Border", in which we explained how Russia has done precisely this when it stationed a "double-digit" of SS-26 nuclear missiles in Kaliningrad on the border with Poland, over "concerns" what NATO encorachment close to its territory could imply.

And now, NATO appears to have decided to find out just what Russia's response to such an incremental tactical arms build up will be.

One thing is certain: the US response to a fresh contingent of this...

Spreading military resources pretty thin at this point.

I'm expecting a Major Assassination here soon.  Obama or Putin or Merkel gets whacked.  That should set it off.

August 15, 2014 (Tony Cartalucci – NEO) – Denying civilians admittedly needed aid constitutes, in the West’s own terms, a crime against humanity. While in Syria attempts by the West to openly arm and equip known terrorist organizations within Syrian territory included a mandate from the UN that allowed supplies to flow without the approval of the Syrian government. Those “aided,” are now clearly the Islamic State in Syria and Iraq (ISIS) running rampant on both sides of the Syrian-Iraqi border.In Ukraine, precisely the opposite is happening. The regime in Kiev is openly raising armies of Nazi militants to go east and mass murder Ukrainians. Referring to Russian-speaking Ukrainians as “subhumans,” the NATO-backed regime is clearly attempting region-wide genocide. Humanitarian aid from Russia, opened for inspection and coordinated with the International Committee of the Red Cross (ICRC), has been blatantly denied  entry into eastern Ukraine after baseless accusations have been made by both Kiev and their NATO backers that it constituted a “Trojan horse.”



To further poison attempts to relieve desperate civilian populations surrounded by literal Nazis in eastern Ukraine, British propaganda outlets from the BBC, to the Guardian and Telegraph are claiming columns of Russian armor have been seen moving into Ukraine. Of course, their articles only provide photographic evidence of the armor inside of Russia, but none proving it crossed the border.


When considering the constant deluge of anti-Russian propaganda in support of literal, flag-waving Nazis and fascists occupying Kiev and mass murdering populations in eastern Ukraine, one must consider the source.


Pedophiles, Pages for Hire, and Outright Lies 


British propaganda, like its newer but equally deceitful American counterparts, has exhausted its legitimacy and panders to shrinking audiences. Desperately trying to maintain control over the global narrative, everything from cognitive infiltration of newer forms of alternative media, to fabricating entire audiences to manufacture popularity has been used to propagate the agenda of special interests occupying Wall Street and the City of London.


The credibility of British propaganda in particular can be gauged through the examination of some of its most prominent networks – the Guardian and the BBC.


The Guardian’s recent article, “Russian military vehicles enter Ukraine as aid convoy stops short of border,” includes familiar fabrications that have been seen in other conflicts around the globe. It was the Guardian in November of 2012 that claimed the Syrian government “shut down” the Internet, despite all evidence pointing to NATO and its terrorist proxies. The Guardian would write in its article, “Syria shuts off internet access across the country,” that:


Syrian officials shut down nationwide internet access on Thursday and closed Damascus airport as rebels mounted offensives nearby and tried to advance on the capital from four directions. Phone networks were also crippled in much of the country, causing fear and confusion on both sides and fuelling claims that a new rebel push was gaining momentum. 


With absolutely no evidence, and even with claims by the Syrian government itself denying involvement, the Guardian shamelessly accused Damascus of cutting off the Internet, thus fueling a propaganda campaign designed to make the government in Damascus appear overbearing, tyrannical, and despotic, while attempting to create panic with a “rebels are making gains” narrative.

It was clear at the time that it was not the Syrian government, and since then, revelations published within the pages of the Guardian itself, admit that it was the NSA, not the Syrian government, behind the outage. Shamelessly admitting the truth, with no apology to readers for misleading them, those behind British propaganda understand that the damage has already been done in the timely business of public lying.


In contrast to a more “minor” incident like baselessly accusing Syria of cutting the Internet or Russia of “invading” eastern Ukraine, all of the major British publications and broadcasters participated in the lead up to the US-UK invasion of Iraq on the patently false pretense of Baghdad possessing chemical weapons. Other notorious lies involved the “Houla Massacre,” and alleged e-mails “leaked” from the government of Syrian President Bashar al-Assad.


And while a torrent of easily verified lies pour forth from British propaganda, there is another factor to consider when weighing the objectivity and integrity of the British media. The BBC, aside from serial lies including selling the invasion of Iraq on false pretenses, paid-for documentaries, and using intentionally deceptive photographs from separate, past conflicts to depict current events, is at the center of an immense pedophile ring emanating from one of its own broadcasters it harbored and covered up for over many years, and into the highest levels of political power in British society.


Serial child-rapist Jimmy Savile, a long-time employee of the BBC, was protected by the organization despite many admitting “everyone knew” of his pedophilia. In the London Evening Standard’s article, “BBC accused of ‘cover-up’ as evidence from Savile inquiry is heavily censored,” it was reported that:


The BBC was today accused of a “cover-up” over the Jimmy Savile scandal after it published heavily censored evidence from a probe into the affair.


More than 3,000 pages of transcripts, including bitter recriminations by senior BBC staff about the dropped Newsnight investigation into the paedophile, contained significant portions of blacked-out passages.


The transcripts are based on the evidence of 19 people, including Newsnight host Jeremy Paxman, director of global news Peter Horrocks, former BBC director-general George Entwistle and BBC Trust chairman Lord Patten, who were interviewed as part of the probe.


Indeed, the BBC, while not lying about the world beyond its newsroom, is busy covering up improprieties and horrific crimes within its newsroom. The “integrity” and “objectivity” of the BBC, the Guardian, and in fact, newsrooms on both sides of the Atlantic parroting the false narratives emanating from London and Wall Street, is non-existent on any perceivable level.


So when the Guardian or the BBC claims Russian tanks are moving into Ukraine, and the Russian government is not saying as much, nor is any evidence – photographic or otherwise – presented to back up such accusations, all that we are left with is the credibility, integrity, and reputation of those making the claims – credibility, integrity, and reputation that is without doubt non-existent.

As we detailed previously, Bulgaria had been an enthusiastic supporter of the Russian-backed South Stream gas pipeline project, whose construction has stoked tensions between the West and Moscow as it enabled gas supply to bypass troubled Ukraine (thus squeezing the desparate economy back into Russia's hands).

In early June, Bulgaria's Prime Minister Plamen Oresharski ordered an initial halt (after Europe offered the nation's suddenly collapsing banking system a lifeline). This time, Energy Minister Vasil Shtonov has ordered Bulgaria’s Energy Holding to halt any actions in regards of the project as it does not meet the requirements of the European Commission. Of course, we assume this decision (to halt a 2nd time) is entirely independent of NATO's deployment of 12 F-15s and 180 troops to Bulgaria's  Graf Ignatievo Air Base.

As RT reports, all operations on Russia’s Gazprom-led project South Stream have been suspended, as they do not meet the requirements of the European Commission, Bulgaria’s Ministry of Economy and Energy said on its website.

    There has been mounting pressure from the EU to put the project on hold, and now the European Commission will be consulted each step of the way to make sure it complies with EU law.

    European 'anti-monopoly' laws prohibits the same company to both own and operate the pipeline. However, Gazprom and Bulgaria had previously struck a bilateral agreement regarding that aspect of the project.

    Bulgaria is the first country traversed by the pipeline on land, after a section that runs beneath the Black Sea from Russia.

    Troops and fighter aircraft from the 493rd Fighter Squadron have been sent to Bulgaria as tensions in Eastern Europe continue to run high.



    A dozen F-15s and approximately 180 personnel from the 493rd, based at RAF Lakenheath, England, have deployed to Graf Ignatievo Air Base to participate in a two-week bilateral training exercise with the Bulgarian air force, Pentagon spokesmen Col. Steve Warren told reporters Monday.

    The exercise began Monday and will continue through Sept. 1.

    The purpose of the deployment is to “conduct training and focus on maintain joint readiness while building interoperability,” Warren said.

    The move comes at a time when America’s Eastern European partners and allies are concerned about Russian military intervention in Ukraine. There are fears that Moscow might try to destabilize other countries in the region.

    “This is a reflection of our steadfast commitment to enhancing regional security,” Warren said about the exercise.

He should be relieved, the SSP is a complete waste of time and money.  By the time it's completed, the whole neighborhood will be at war.

Putin's best non-war strategy would be to promote EU discord and a break-up of NATO. South Stream fits into that nicely, while maintaining the energy dependency card.  Come to think of it, everything else he's doing fits that too. Perhaps he's not a doomer.
