The article doesn't say it is a "fracking" problem, but a well integrity issue.

The good news is that maintaining well integrity is exactly what nearly 90% of oil and gas regulations are about. Unfortunate in the respect that in Pennsylvania, the DEP doesn't have much authority once you get about 2500' from a coal mine.

I learned this while participating in a DEP investigation back in 08 I believe, they required a subsurface expert to explain various reservoir dynamics, hydrology and flow issues, related to…methane in well water.  :icon_mrgreen:

The regulations might have changed since then, I haven't spoken with the Pennsylvania State Geologist since I did some training for him and his staff related to Marcellus and Utica development in '11 I believe.

So good news that this appears to be an integrity issue, they tend to be pretty easy to fix, once identified.
